2025 Review: Ukraine has achieved 84% implementation of the Association Agreement with the EU

The Government Office for the Coordination of European and Euro-Atlantic Integration has published the 2025 Report on the Implementation of the Association Agreement between Ukraine and the European Union. The document outlines Ukraine’s progress in implementing reforms and aligning its legislation with EU standards.

‘Ukraine is consistently fulfilling its obligations on the path to European Union membership. The implementation of the Association Agreement enables our country to achieve ever greater economic, legal and institutional compatibility with the EU. Despite the full-scale war, we continue to implement reforms and bring Ukraine closer to full integration into the European area. “This is the final report on the implementation of the Association Agreement, as all the necessary steps we must take for EU membership will henceforth be reflected in the National Programme for the Adaptation of Ukrainian Legislation to EU Law,” emphasised Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.

 

According to the results for 2025, the overall progress in implementing the Agreement rose from 81% in 2024 to 84% in 2025, an increase of 3 percentage points.
