Civil Society Organizations Call on Government to Change Format of EU Integration Consultations

Twelve leading human rights organizations in Ukraine have addressed the government with a joint position on the need to improve the process of civil society engagement in Ukraine’s EU accession. The organizations recognized the current format of consultations through Working Groups on negotiation chapters as formal, fragmented, and ineffective, particularly in work on Cluster I “Fundamentals.”

According to human rights defenders’ assessment, consultations were predominantly formal with no real impact on decision-making. Main problems include lack of transparency, unsystematic meetings, and insufficient attention to human rights issues compared to anti-corruption reform. The organizations proposed concrete steps for improvement: establishing consultation standards, ensuring advance access to documents, creating a public consultation calendar, and involving CSOs in drafting regulatory acts. The signatories emphasize that full participation of civil society is key to the sustainability of Ukraine’s EU accession.
