“Contradicts Ukraine’s EU accession requirements” – human rights activists call for revisions to the draft of the new Civil Code

01.02.2026
Verkhovna Rada Chairman Ruslan Stefanchuk registered a draft of the new Civil Code of Ukraine (No. 14394). Despite the declared “European modernization,” the draft in its current version contradicts European standards and violates Ukraine’s obligations within the framework of EU accession.

The proposed changes contradict the European Convention on Human Rights, the practice of the European Court of Human Rights, the EU’s negotiating requirements under Chapter 23, the approved Roadmap on the Rule of Law, the positions of the European Commission and the European Parliament, as well as the Copenhagen criteria for EU accession, which include the protection of human rights.
