This analytical note has been prepared following the active participation of experts from the civil society organisation ‘Europe Without Barriers’ in the work of the ad hoc working group tasked with developing the Strategy for the Integrated Management of Ukraine’s State Border for the period after 2025 and the Action Plan for its implementation for 2026–2028. The note examines three main areas for updating border policy – cooperation between state bodies, local authorities and the public; the implementation of a rights-based approach; and the development of research and innovation – based on the tasks, measures and performance indicators set out in the Action Plan. The experts focused on those aspects of the policy that civil society can influence, and also presented their views on the issues outlined, taking into account the updated requirements of the European Commission.
