A coalition of Ukrainian civil society organizations led by the Legislative Initiatives Laboratory has published a shadow report on Ukraine’s implementation of key chapters of EU accession negotiations under Chapters 23 “Judiciary and Fundamental Rights” and 24 “Justice, Freedom and Security”.
The report focuses on challenges in the areas of the rule of law (judiciary, prosecution, legal profession, legal education), the fight against corruption and organized crime, the protection of fundamental rights and freedoms, visa policy, migration, etc. Experts formulated over 500 recommendations – from legislative changes to institutional decisions.
The shadow report was prepared with the support of the EU project “Pravo-Justice” within a grant from Expertise France. The document covers the period from September 2024 to August 2025 and serves as a tool for civil society oversight, helping government authorities identify reform priorities on the path to EU membership.
