During the Justice Conference in Kyiv, participants discussed the launch of a compensation mechanism and the creation of a special tribunal for Russia.

On 23 February 2026, Kyiv hosted the Justice Conference, a flagship international platform dedicated to global dialogue on the rule of law, restoration of justice and fairness in the context of war and post-war transformation in Ukraine.

The conference was organised by the Office of the President of Ukraine, the Ministry of Foreign Affairs of Ukraine, the NGO Tribunal (Ukraine) and the NGO Justice and Accountability for Ukraine (United Kingdom).

 

The Justice Conference became a focal point for coordinating political and legal decisions on the establishment of a Special Tribunal, the formation of a compensation architecture, and practical steps to return illegally abducted Ukrainian children.

 

In addition, Deputy Head of the Office of the President Iryna Mudra stated that Ukraine and its partners had managed to agree on the legal basis for a special tribunal on Russia’s crime of aggression.
