In frontline and occupied territories, in places of detention, and in areas affected by military operations, these violations target both civilians and military personnel. Their scale, severity and devastating consequences call for a consistent international response based on truth, justice and accountability.

“It is in this context that the UN Human Rights Council must extend the mandate of the Independent International Commission of Inquiry on violations in Ukraine at its 61st session and ensure it receives adequate support in the form of resources and staffing. The Commission has become one of the most important international mechanisms for recording violations committed in the context of Russia’s war against Ukraine. Its work has helped to document abuses, preserve evidence and lay the foundations for future justice. At a time when facts are constantly being called into question, this role is indispensable,” Ukrainian civil society organisations urge.
