Evacuation measures are continuing in a number of frontline areas, with the largest-scale operations taking place in Donetsk and Dnipropetrovsk. More than a million people need to be evacuated, at least 100,000 of whom are children and people with reduced mobility. A significant proportion of these people will require constant care, social support, medical assistance, but above all, housing that meets accessibility and/or reasonable accommodation requirements. At the same time, according to the National Social Service of Ukraine, as of the end of 2025, only 147 places remained available in residential care facilities and inpatient wards, which is insufficient given the current scale and demands of the evacuation.
