On 23 July 2025, Law of Ukraine No. 4555-IX (draft law No. 12414) came into force, effectively eliminating the procedural independence of NABU and SAPO by subordinating them to the Office of the Prosecutor General. This was a serious blow to the system of checks and balances in the anti-corruption architecture and contradicts European standards, which provide for the institutional autonomy of these bodies. The Institute of Legislative Ideas has prepared a legal analysis entitled ‘Lessons from the July crisis – how to preserve the independence of institutions under pressure from war, politics and populism’, which contains a legal and political analysis of draft laws No. 12414 and No. 13533, as well as conclusions for the future.
