The Ukrainian Bar Association has adopted a resolution on reforming the legal profession, as envisaged in the Roadmap on the Rule of Law, approved by the government in May 2025. The document reflects the legal community’s position on key areas of reform.
The resolution emphasises that reforming the legal profession is an integral part of Ukraine’s European course and must take place in parallel with strengthening the role of lawyers in the justice system. The aim of the changes is to ensure the independence, professionalism and transparency of the legal profession and to create an effective system of self-government that meets European standards.
The main areas for further reform include the following:
- Expanding the professional rights and procedural tools of lawyers to strengthen their role in the judicial system and protect the rights of clients.
- Consolidating guarantees of independence for lawyers — by prohibiting interference in their work, strengthening the protection of professional communications and improving disciplinary procedures.
- Ratifying the Council of Europe Convention for the Protection of the Profession of Lawyer — as an important step towards harmonising Ukrainian and European standards.
