According to TI Ukraine Senior Legal Advisor Pavlo Demchuk, certain facts from lawyer Oleksiy Shevchuk’s biography raise reasonable doubts about his compliance with legal requirements for impeccable business reputation and high moral qualities. In particular, the Ethics Council previously found him non-compliant with integrity criteria for membership in the High Council of Justice. He also faced disciplinary proceedings related to his legal practice and was mentioned in journalistic investigations.

The organization emphasized that trust in SAP leadership is built through trust in the competition commission members, so even one member with a questionable reputation can undermine confidence in the entire competition.
