Ukraine aims to open all negotiation clusters by 2026

The government expects that by 31 December 2025, the official screening of Ukrainian legislation and national procedures for opening all negotiation clusters will be completed, and by 31 December 2026, Ukraine will have met all benchmarks and opened all negotiation clusters.

This was announced by the Government in its Action Programme. Accelerating European integration was identified as one of the priorities. In addition to opening all negotiation clusters by 2026, the European integration agenda includes the following:

expanding international economic cooperation;
launching e-Court, e-Excise, online monitoring and digitisation of gambling business licensing, and ASC 2.0.
