The program is one of the main elements of the EU accession process. It contains a complete list of EU law acts that have not yet been implemented into Ukrainian legislation and for which there are relevant recommendations from the European Commission.
The document is based on screening reports and benchmarks defined by the EU and is structured according to the negotiating Clusters and chapters. An important component of the Program is the Roadmaps on the rule of law, public administration reform and the functioning of democratic institutions, as well as the Action Plan on the protection of the rights of persons belonging to national minorities in Ukraine. The document contains 1,875 tasks, which provide for the implementation of more than 1,600 acts of European Union law.
Ukraine’s goal is to fully complete the adaptation of national legislation to EU law in 2027, taking into account possible transitional periods.
